One of the best ways for the association to reduce expenses is to take over the responsibilities and activities of the association that we are currently contracting for.

RULES, REGULATIONS, AND RESPONSIBILITIES OF ELHOA COMMITTEES

1.  Committees must follow and uphold the By-Laws, Covenants, Articles and Amendments of the Emerald Lakes Homeowners Association (ELHOA).

2.  Committees must follow directions of the Board of Trustees of ELHOA.

3.  Committees should follow "Robert's Rules of Order, 10th Edition".

4.  Committees shall have at minimum a chairperson and a secretary.  The chair shall preside at all meetings, shall have the authority to see that all resolutions of the committee are carried out, and that all duties of the committee are fulfilled, carrying out the orders of the Board of Trustees of ELHOA.  The secretary shall record the votes, keep the minutes and documents of the committee, provide copies to the Board of Trustees of ELHOA, serve notice of meetings, and act in place of the chair when the chair is absent or refuses to preside.

5.  Committees are to prepare reports and make recommendations to the Board of Trustees of ELHOA within the timeframes specified by the Board of Trustees of ELHOA.

6.  The Board of  Trustees of ELHOA reserves the right to remove any member of a committee for any reason.

7.  Committee members may be added only at the discretion of the Board of Trustees of ELHOA.

8.  Committees shall not sign or agree verbally to any contract, publish information, act without consent of the Board of  Trustees of ELHOA, incur or pay any expense without the prior written approval of the Board of Trustees of ELHOA.  Any communication or information published to the Association must be through and with the approval of the Board of  Trustees.

9.  Each committee shall have a designated member of the Board of Trustees who will act as primary contact, to answer questions, provide advice, assist, and be the main conduit between the Board and the committee.

10.  Committees shall be special committees (see "Robert's Rules of Order") unless approved otherwise by the Board of Trustees of Elhoa.

11.  Committee chairs and secretaries shall be elected by a majority vote of that committees members at a properly called for and announced meeting for such purpose.

12.  Committee members must be in good standing according to the By-Laws, Covenants, Articles and Amendments of the Emerald Lakes Homeowners Association (ELHOA).

13.  In the event of a potential or perceived conflict of interest, a committee member must recuse himserlf or herself from any activity involved with that conflict of interest.

These rules were approved by the ELHOA Board of Trustees, and may be amended from time to time, at the discretion of the ELHOA Board of  Trustees.
